Taoiseach Brian Cowen has defended the Government's decision to exclude an examination of past policy failures from the official inquiry into the banking crash.

Cowen said the terms of reference for the banking inquiry are in line with recommendations from financial experts Klaus Regling and Max Watson, the authors of one of the reports into the crash published last week.
