North's system 'failing' as 70% of released youths reoffend

Almost three quarters of youths locked up in the North reoffend within a year of being released, the assembly heard today.

That young people return to criminal ways so soon after leaving custody is an indictment on the juvenile justice system, Sinn Féin’s Sue Ramsey added.
