Fine Gael leader Enda Kenny is urging the country's voters to hold fire on using the Lisbon Treaty referendum as a means of highlighting dissatisfaction at the way the country is being run.

Some lobbyists have indicated that they plan to campaign for a No vote to send a strong message to the government about the way it's handling the health service and other areas attracting widespread criticism.
