'Small chance of Ireland making CO2 emission targets': Researcher

Ireland has little chance of making its CO2 emission targets without the introduction of extreme measures, according to a leading ESRI researcher.

Richard Tol said the target of a 3% reduction each year between now and 2020 is not realistic.
