Ireland has little chance of making its CO2 emission targets without the introduction of extreme measures, according to a leading ESRI researcher.

Richard Tol said the target of a 3% reduction each year between now and 2020 is not realistic.

He claimed that the price of petrol would have to be doubled, while the electricity would have to be tripled.
