EU leaders reach agreement on new Reform Treaty

EU leaders have reached agreement in Portugal on a new treaty aimed at implementing most of the provisions of the failed EU constitution project.

The so-called Reform Treaty aims to streamline the EU decision-making process following the expansion to 27 member states in recent years.
