Almost two-fifths of personal injuries cases are reportedly ending up before the courts despite the Government's efforts to set up a "lawyer-free" system for making claims.

The Government established the Personal Injuries Assessment Board in 2003 to make rulings on compensation claims without the need for the legal system.
