'Fourth level' education system will help drive economy: Cowen

Minister for Finance Brain Cowen has said a fourth level education system will be developed to drive Ireland’s economic and social development.

“A major initiative within this Budget is a commitment to the establishment of a new PHD level of education, a fourth level,” he said.
