Northern Ireland Secretary Peter Hain will tell Britain's Labour Party conference today that restoring devolution to the North remains his “over arching-goal”.

But speaking after the announcement of final IRA weapons decommissioning and the Rev Ian Paisley’s negative response, he will say that the North cannot afford to tread water – politically or economically – until devolution is restored.
