Ministers must be accountable, says ex-ombudsman

A former ombudsman has said successive ministers of health must accept responsibility for the scandal surrounding illegal nursing home fees.

The charges were allowed to continue from 1976 until late last year, but the Travers Report into the matter exonerated all ministers who served during that time from any wrongdoing.
