The Irish Nurses Organisation is considering an all-out strike in protest at the Health Service Executive's decision to withhold pay rises due on June 1.

The HSE has said it is withholding the 3.5% increase because of the nurses' alleged refusal to co-operate with the establishment of new 'healthcare assistant' positions in hospitals.
