The introduction of penalty points has dramatically reduced speeding and the non-wearing of seatbelts, a survey revealed tonight.

The National Roads Authority said the number of drivers breaking the speed limit on dual carriageways fell from 43% in 2002 to 29% last year, while there was a similar fall from 44% to 30% on national primary roads in rural areas.
