The trade union IMPACT is to ballot its members working in the health service over the delays in putting together plans to implement administrative reforms due to take effect in January.

The trade union IMPACT is to ballot its members working in the health service over the delays in putting together plans to implement administrative reforms due to take effect in January.

The union, which represents 25,000 workers including managers and administrators, says the plans are "woefully undercooked".

Spokesman Bernard Harbour said their prime concern is that staff are still not clear what their responsibilities will be when the changes come in.
