Negotiations on EU constitution to resume later today

The leaders of the 25 EU member states are due to resume negotiations today on the proposed constitution for the European Union.

The negotiations are being chaired by the Taoiseach, Bertie Ahern, in his role as president of the EU Council of Ministers.
