The Dáil has begun debating legislation paving the way for the Government’s proposed referendum on Irish citizenship.

After heated exchanges across the floor, Justice Minister Michael McDowell opened the debate by insisting that the referendum was designed to close a loophole in the Constitution and give the Oireachtas the power to decide who can become an Irish citizen.
