Green Party leader Trevor Sergeant has criticised Transport Minister Seamus Brennan’s plans to introduce on-the-spot fines for cyclists who break the rules of the road.

Mr Sergeant described the plan as "all stick and no carrot" and said Mr Brennan was discouraging people from cycling when he should be doing the opposite.
