Ireland faces legal action for not outlining penalties for people who use materials that harm the earth's protective ozone layer, the European Commission said today.

EU law on safeguarding the ozone layer, which protects humans from harmful sun rays, requires governments to set penalties for using banned materials in refrigerators, air conditioning units and cleaning solvents.
