Sinn Féin's Gerry Kelly has criticised claims by the PSNI that the Provisional IRA had increased punishment beatings because the cancelled Assembly elections meant voters could not register their disapproval against Sinn Féin.

The accusation was made by PSNI chief constable Hugh Orde, who said he also believed the IRA was involved in the disappearance of a man in Co Armagh earlier this year.
