GOAL calls for international army to enforce peace

The Irish aid agency GOAL has called for the establishment of an international standing army to end civil wars in countries like Liberia and the Congo.

Spokesman John O'Shea said such an army is needed because UN peacekeeping missions are largely ineffectual.
