Fine Gael transport spokesman Denis Naughten has claimed Government proposals to reform provisional licence laws don't go far enough and are "nothing more than a half cocked measure".

Deputy Naughten said the high number of provisional drivers is largely due to a 43% driving test failure rate. 1,394 people flunk the test every week, he said.
