Dublin Lord Mayor Dermot Lacey has defended his decision to abandon Labour Party policy and vote in favour of increased bin charges in the capital.

Councillors had already voted against the 2003 budget estimates, which contained the charges, but decided to reconsider after Environment Minister Martin Cullen threatened to abolish the council if the estimates were not passed.
