Row brewing over North's infrastructure spending

A row is brewing in the North over the announcement today of a €2bn public spending budget on infrastructure projects like water services, roads and schools.

Although everybody agrees that the investment is needed, some are angry that most of the money will either be borrowed or raised through new taxes like water charges.
