The Moriarty Tribunal has heard that Dr Tony O'Reilly of Independent Newspapers told Michael Lowry in 1995 that he expected to win the licence for the second mobile phone service.

The Moriarty Tribunal has heard that Dr Tony O'Reilly of Independent Newspapers told Michael Lowry in 1995 that he expected to win the licence for the second mobile phone service.

Dr O'Reilly has subsequently denied making such a claim at that time.
