Moriarty: Lowry delayed closing date on applications

The Moriarty Tribunal has heard that former Minister Michael Lowry delayed the closing date for applications to grant the second mobile phone licence in 1995.

The tribunal is continuing to hear the opening statement for this phase of the inquiry.
