Trade unionists have warned that if the Government decide to implement tax cuts in the next budget, a new national pay deal will be almost impossible.

A VAT increase, the freezing of income tax bands, the taxing of child benefit and allowances and a swinging duty on cigarettes are all part of the considerations being made by the Government at the moment.
