The people of Ireland could create a "major crisis" for the European Union if they vote against expansion of the 15-state community, Foreign Minister Brian Cowen said today.

Mr Cowen said that by voting in a referendum to approve the expansion of the union, the Irish would win friends and influence countries across the continent.
