The Moriarty Tribunal is expected to announce later today that a full public inquiry will take place into the controversial awarding of Ireland’s second mobile phone licence to ESAT Digifone.

The tribunal has not heard evidence in public since November, when former Fine Gael minister and current independent TD Michael Lowry was in the witness box.
