McDowell says statement is a step forward

The Minister for Justice, Michael McDowell has described the IRA statement as a step forward.

The Progressive Democrat TD said: "Of course one would welcome any sign which is capable of being forward progress in the peace process and I think that an apology at this stage in respect of the victims’ of violence is a forward step but I don't distinguish between victims.
