Flanagan response to Omagh report leaked to media

The police response to the critical Ombudsman's report on the Omagh bombing has been leaked to the media.

The 87-page response from Chief Constable Sir Ronnie Flanagan accuses the Ombudsman's office of "significant factual inaccuracies and material omissions".
