The Beverage Council of Ireland has described the Government’s voluntary identity card scheme as a "complete failure".

The Beverage Council of Ireland has described the Government’s voluntary identity card scheme as a "complete failure".

The BCI said just 7% of teenagers have applied for one of the cards, which were designed to eradicate underage drinking.
