It has emerged the Isle of Man bank official who dealt with the offshore transactions of Michael Lowry and the late David Austin has refused to testify at the Moriarty Tribunal.

Carol Tully of the Irish Nationwide Building Society in the Isle of Man has been instructed by the board of the bank not to appear before the inquiry.
