The death penalty is ‘‘wrong in all circumstances’’ and there is no evidence that it acts as a deterrent to criminals in countries where it is still in use, the Justice Minister said today.

The death penalty is ‘‘wrong in all circumstances’’ and there is no evidence that it acts as a deterrent to criminals in countries where it is still in use, the Justice Minister said today.

Launching a campaign to remove all references to the death penalty from the state’s constitution by referendum, John O’Donoghue said there was ‘‘no worse injustice’’ than the execution of an innocent person.
