'Early progress' vital on talks with IRA: Cowen

Foreign Affairs Minister Brian Cowen has stressed the need for a positive report from the international disarmament body on its contact with the IRA.

Speaking in Australia, where he is on an official visit, said that 'early progress' was needed on deciding how the IRA would begin putting its arms completely beyond use.
