Exchequer returns for the year 2000 show the largest-ever surplus of £2.4bn, although it was £75m lower than the end-of-year forecast given on December 6.

Receipts of £21bn exceeded the previous Budget's forecast by £1.1bn, with tax revenue almost 15 per cent higher than 1999.
