The much-hated universal social charge (USC) would be abolished if Fianna Fáil is returned to power, even though the party introduced the tax itself.

Fianna Fáil has also pledged to halt any potential rises in property tax levels and give families a break from paying the tax.

Finance spokesman Michael McGrath told delegates: “In an emergency situation, the universal social charge was introduced in Budget 2011, replacing the old income levy and health levy. I fully appreciate the pain that the universal social charge represents for working families and the toll it takes on pay packets.
