Reforming how the Seanad is elected would result in more younger voters and cheaper elections, according to proposals from a working group on overhauling the Upper House.

The working group includes academics and former senators, and is chaired by former Seanad leader Maurice Manning. It was set up in December.

Taoiseach Enda Kenny, while refusing to comment on a timeline for any reforms, welcomed the report and said its recommendations would be debated.
