Protesters plan campaign of mass boycott
Every house in the country is set to receive a leaflet urging people to refuse to pay the bills as a boycott is “relatively risk free”, according to the Anti-Austerity Alliance.
Anti-charge campaigners said penalties for non-payment would be minimal and not imposed until July next year and, as that is after the general election, could be overtaken by a change of government.
