The first meeting of the committee set up to decide the terms of reference for the inquiry is seeking legal advice from a senior counsel on the issue.

Members fear they may not get full access to what happened in Cabinet during the financial collapse and the lead-up to the to the blanket bank guarantee of September 2008.
