The new property tax may need to be delayed to avoid the controversy surrounding the household charge, Labour party chairman Colm Keaveney has warned.

Mr Keaveney said the Coalition needed to learn from the lessons of the household levy and ensure that the new tax is seen to be fair.

Mr Keaveney said a market value of property would be the most equitable yardstick for the graduated tax, as it would take into account factors such as local amenities and transport links.
