This has proven to be a budget of lost opportunities

THE primary goal of this Government is to regain control over our economic and financial affairs.

According to the opening paragraph or so of Michael Noonan’s speech yesterday, that is the rationale behind the two-part budget.

I want to ask two questions. Will it work? And is it enough?
