First-time learner driver proposals come into effect
The Essential Driver Training (EDT) programme introduced by the Road Safety Authority (RSA) focuses on skills, areas of knowledge and driver behaviours which are closely associated with accident and injury data.
Any driver applying for a first learner permit — which has replaced the provisional licence — must complete 12 hours of training before they can take the driving test, with lessons costing 25 to €35 per hour.
However, some driving school instructors believe that while the introduction of compulsory lessons is a good thing, 12 lessons is “unrealistic” for the size of the syllabus outlined by the RSA.
“In Europe, the average number of lessons a student is required to take is around 30 to 35 to achieve this standard. The RSA are trying to achieve the same result with 12 lessons. This makes a mockery of the entire process,” said one Dublin-based driving school owner.
According to RSA chief executive, Noel Brett, learner drivers may need lessons in addition to the 12 EDT lessons in order to become confident drivers.
“The programme consists of 12 one-hour lessons that are linked to 12 specific ‘high risk’ road safety issues and will start the learner driver off on the road to becoming a better, safer driver. The 12 lessons on their own will not be sufficient to become a safe driver. Applying the feedback of your instructor, getting lots of practice, studying the recommended reading are all vital.”
The number of people currently holding a Learner Permit for a Category B (car and light vans) is 243,000.
