Should it fall to Fine Gael and Labour to deal with the issue, as seems likely given that a general election is looming, the two parties may struggle to reach agreement.

Fine Gael leader Enda Kenny said prior to the 2007 general election he would not legislate for abortion were he elected Taoiseach.
