IRISH workers, social welfare recipients and public service pensioners have been asked to make a substantial down-payment on the country’s economic recovery.

Finance Minister Brian Lenihan said if the measures were taken now, there was every reason to have confidence in the future of the economy.

In his last budget of the current Dáil, the minister scrapped the theme of previous speeches and said this was the first instalment of the recovery plan.
