Speeding accounts for the vast majority of penalty points meted out by gardaí

DRIVERS have escaped penalty points punishment for more than 80,000 offences — including not having insurance.

Gardaí, it emerged, have been unable to impose points on the licences of offending drivers.

Furthermore, many of the drivers were non-Irish or did not have licences.
