ONE in three taxpayers subjected to a random audit by the Revenue Commissioners had under-paid their liabilities, an inspection system has found.

The taxpayer-compliance testing programme introduced in 2005 has so far examined about 400 cases a year, discovering underpayments ranging from less than €2,000 to more than €50,000.

Those selected for random audit are additional to the targeted audit programmes under which tax inspectors periodically focus on particular industries and business types.
