AS Gay Byrne acutely observed yesterday, the Road Safety Authority was looking at “25 years of neglect” when it was charged just over a year ago with halting the unacceptable level of carnage on Irish roads.

The establishment of the RSA on a statutory basis was the single most important road safety measure taken over the past quarter-century, as it was the first time a single body was given the necessary powers and budget to address the issue of road safety.

Historically, several Government departments and state agencies were responsible for various aspects of the Irish road network, which impacted on the safety of drivers.
