Dr Paula Gilvarry also criticised the sluggish recruitment of full-time nursing home inspection teams, suggesting they would not be in place until autumn at the earliest.

The Health Service Executive (HSE) established a nursing home inspection working group, which in May 2006 recommended priority be given to dedicated teams.
