From 2002-2004, greenhouse gas emissions stood at 123.5% of 1990 levels, although this marked a drop of 3.4% on 2001 emissions.

Under ‘Kyoto’, EU countries agreed to bring total EU greenhouse gas emissions to 8% below their 1990 levels for the period 2008-2012.
