McDowell bids to cut age of criminal responsibility to seven

THE age of criminal responsibility is to be cut from 12 to as low as seven, under new Government proposals.

Justice Minister Michael McDowell said the Children Act 2001 was “wrong” in setting 12 as the minimum age at which a criminal offence could be committed.

The minister revealed the proposal while publishing amendments to the Criminal Justice Bill 2004. Other provisions include:
