A SCHEME to combat underage drinking by children as young as 12 has yet to be introduced two years after laws were passed.

Plans to label alcohol drinks with the addresses of the outlets in which they are sold have not been implemented.

The section of the Intoxicating Liquor Act which came into effect at the end of June 2000 aimed to help gardaí identify outlets where teenagers had bought the beer or spirits. This is one of a range of measures aimed at tackling the problem.
