Civil and public service unions warned the department there was "no way" their members would accept this condition as part of the new decentralisation plan.

Civil and Public Service Union (CPSU) deputy general secretary Rosaleen Glacken said it was totally unfair on civil servants who did not want to locate to provincial towns to have their promotions blocked as a result.
